Businesses across the Gulf of Mexico are counting on money from oil giant BP to help pay for the repair of the battered Gulf shoreline. BP faces fines of $5 billion to $20 billion under the decades-old Clean Water Act for the oil spill that slicked the Gulf of Mexico two years ago.
